A part-owner of the steel producer Lebedinsky Mining, Andrei Vladimirovich Skoch (Russian: ндре ладимирoви ко, born 30 January 1966) is a Russian millionaire businessman.

Skoch, one of the wealthiest Russians, was included in The World’s Billionaires list of 2012, according to the American Forbes Magazine. Skoch has served in the Russian Federation’s State Duma since 1999.

Early life

On January 30, 1966, he was born in the Moscow region’s Nikolskoye village. In 1984, he served in the Soviet Army.

He received his education at the Institute of Physical Culture, where he also completed his dissertation.

He earned his degree in psychology in 1998 from the Faculty of Psychology at the old Moscow State Open Pedagogical University (MSOPU), now known as the Moscow State University for Humanities named after M. A. Sholokhov.

Career

He entered the workforce in the late 1980s and founded a bakery alongside Lev Kvetnoi. He then owned fuel distribution businesses and supplied computer components. At “Kuznetsov and Partners LLC,” he was the Deputy General Director.

He joined the capital and was made the Deputy General Director of the investment firm “Interfin” in 1995.

Prior to working for fellow billionaire Alisher Usmanov in the metals industry, he was employed by MontazhSpetsBank.

When Skoch was employed by the bank as an oil dealer in 1995, he first met Usmanov. Lebedinsky Mining and a steel mill in Belgorod were among Usmanov’s earliest acquisitions, along with those of Skoch and  Lev Kvetnoi.

After purchasing Mikhailovsky GOK in 2006, Usmanov established the Metalloinvest conglomerate. Lebedinsky Mining was merged into the corporation, and Skoch is still a partner there. Skoch purportedly holds shares under his father Vladimir’s name, although he nonetheless owns 30% of Metalloinvest.

Parliamentarians whose identities featured in the Panama Papers were listed in a publication in 2016. Skoch was one among them as well. He and 23 other Russian citizens were subject to penalties from the US in April 2018.

Political Life

Skoch, a native of the Belgorod region, was elected as a third convocation State Duma representative in 1999. He assumed the position of Chairman of the Expert Council on Mining and Metallurgy in 2000. He successfully defended his thesis, “Charity in Russia as a tool of social protection of childhood,” in the same year.

He was chosen as a State Duma deputy for the IV convocation in December 2003. He was added to United Russia’s list of candidates for the State Duma of the V convocation in December 2007.

He was chosen in December 2011 to serve as a State Duma deputy for the VI convocation. became a deputy in the VII convocation of the State Duma in September 2016.

He co-authored 163 legislative initiatives and modifications to draft federal legislation between 1999 and 2019 while serving as the State Duma’s representative for the III, IV, V, VI, and VII convocations.

Controversy And Penalties

Skoch was added to the sanctions list by the U.S. in the wake of sanctions against Russia along with other Russian oligarchs – all of whom are close to the Kremlin and must therefore share the consequences of their government’s political actions – because he has long maintained connections to organized crime in addition to his role as a deputy of the Duma and for a time was allegedly the leader of a criminal group himself.

Skoch was put on the EU sanctions list on February 23, 2022, in connection with the Russian invasion of Ukraine in 2022, with the following justification:
