Igor Sechin has run Rosneft, Russia’s largest oil company, since May 2012. Before that he spent almost two decades working alongside Vladimir Putin, from the St Petersburg mayor’s office in the 1990s to the Kremlin and the government. The United States, Canada, the European Union and the United Kingdom have all sanctioned him. Unlike most people on this site, Sechin is a state manager rather than a company founder, and Forbes publishes no net worth figure for him.

Early life and education

Sechin was born in Leningrad on 7 September 1960, according to the Russian government’s official biography from his time as Deputy Prime Minister. He graduated from Leningrad State University in 1984 (Rosneft annual report 2019). The business daily Kommersant reported in 2004 that he studied in the philology faculty and qualified as a teacher of Portuguese and French. According to the same profile, he then worked as an interpreter in Mozambique for the foreign trade association Technoexport and later as a military interpreter in Angola. Rosneft’s annual reports state that he holds a PhD in economics.

From St Petersburg to the Kremlin

From 1988 to 1991, Sechin worked in the executive committee of the Leningrad city council, and from 1991 to 1996 in the St Petersburg mayor’s office (government biography). Kommersant reported that during those years he worked in the mayor’s office’s committee for external relations, which Vladimir Putin headed. The European Union and Reuters also state that the two men worked together in the St Petersburg mayor’s office in the 1990s (Reuters via Al Jazeera).

After two years in Moscow in the Presidential Property Management Department and the President’s Main Control Directorate (1996–1998), Sechin became head of the secretariat of Prime Minister Putin in August 1999. From 2000 he was Deputy Head of the Presidential Administration, and from March 2004 also Aide to the President (government biography). He became Deputy Prime Minister on 12 May 2008 and held the post until 2012 (government biography, Rosneft).

Rosneft

Sechin chaired Rosneft’s Board of Directors from 2004 to 2011 while still working in the Kremlin and the government (Rosneft annual report 2016). In those years Rosneft took over the main assets of the oil company Yukos. In December 2004 Rosneft bought Baikalfinansgroup, a previously unknown company that had won the auction for Yukos’ main production unit Yuganskneftegaz (AFP via Al Jazeera, Reuters via NBC News). In May 2007 a Rosneft subsidiary bought further production and refining assets of the bankrupt Yukos at auction for $6.4 billion (AP via CNBC).

On 23 May 2012, Rosneft’s Board of Directors voted unanimously to appoint Sechin president of the company (Rosneft). In March 2013 Rosneft completed its purchase of BP’s 50 percent stake in TNK-BP for $16.65 billion in cash and 12.84 percent of Rosneft’s shares. Sechin chaired the steering committee for TNK-BP’s integration (BP filing with the SEC). Since 2013 he has also been Deputy Chairman of Rosneft’s Board of Directors (Rosneft annual report 2019). In September 2026 the Kremlin’s website still listed him as Rosneft’s CEO and Chairman of the Management Board (kremlin.ru).

What is known about his wealth

Forbes does not list Sechin as a billionaire and publishes no net worth figure for him. His profile there is limited to its rankings of the world’s most powerful people. Rosneft’s annual reports for 2016 and 2019 list him as holding 13,489,350 Rosneft shares, or 0.1273 percent of the company’s share capital. Rosneft itself was sanctioned by the US Treasury on 22 October 2025 (US Treasury).

The US Treasury designated Sechin on 28 April 2014 as one of seven Russian government officials. It described him as president of Rosneft and wrote that he “has shown utter loyalty to Vladimir Putin – a key component to his current standing” (US Treasury). On 24 February 2022, the day of Russia’s full-scale invasion of Ukraine, he was designated again under a new executive order (Federal Register).

Canada added Sechin to its Russia sanctions list on 15 March 2019 (Canada Gazette). The European Union listed him on 28 February 2022. In its statement of reasons, the EU Council called him “one of Vladimir Putin’s most trusted and closest advisors, as well as his personal friend” (EU Official Journal). The United Kingdom imposed an asset freeze and a travel ban on 10 March 2022 (UK government). Its sanctions list describes him as “a prominent Russian businessman with close personal ties to Vladimir Putin” and records further measures: trust services sanctions from 21 March 2023 and a director disqualification sanction from 9 April 2025 (UK sanctions list).

The yacht Amore Vero

During the night of 2 to 3 March 2022, French customs officers seized the yacht Amore Vero at a shipyard in La Ciotat in southern France (The Local, with AFP). The French finance ministry said the yacht belonged to a company whose main shareholder was Sechin, but did not name the company (Reuters via Al Jazeera). The yacht’s manager, Imperial Yachts, told Reuters that the owner was a firm called Kazimo and that Sechin was not connected with either Kazimo or the yacht. Sechin also denied the French claim in a statement sent to Reuters by Rosneft (Reuters via Gulf News). As of January 2026, the yacht was still in La Ciotat, according to Megayacht News.
